This says it all:

Given the lopsided abortion preferences that have produced a population of too many males, subsidizing girls or nothing makes perfect sense. Sort of social capitalism, which is a new field, I think, :)

I mean, sure: it does send a message to the current generation of child-bearing age. But still....
